Proposed Temporary Bypass Authorization
Cap-Brulé Wastewater Treatment Facility Upgrades Phase 2B Construction of New Aerated Lagoon No. 1 and Related Works
The Greater Shediac Sewerage Commission (GSSC)

The Greater Shediac Sewerage Commission (GSSC) wishes to inform residents and stakeholders that a temporary bypass authorization has been applied for the ongoing phased upgrades to the Cap-Brulé Wastewater Treatment Facility (WWTF) in Boudreau-Ouest, New Brunswick.

The facility upgrade project (Phase 2B) is expected to commence on November 2nd, 2026 and be completed by Fall 2027. This Authorization has been submitted as per the NB Department of  Environment and Local portion of the current process will be modified in completing this phase. The bypass is required for the construction of the new Aerated Lagoon No. 1 and associated infrastructure. The work involves converting the existing facultative lagoon/polishing cell into a new aerated treatment lagoon through sludge removal, dewatering, excavation, liner installation, aeration equipment installation, piping works, and related civil construction activities.

Why is the bypass required?
The phased upgrade program was specifically developed to maintain wastewater collection and treatment services throughout construction. To accommodate the conversion of the existing facultative lagoon/polishing cell into the new Aerated Lagoon No. 1, the existing facultative lagoon/polishing cell must be temporarily removed from service during construction activities.

Proposed Treatment Sequence During the Authorization
During the Authorization period, wastewater will continue to be treated through:
1. Existing aerated lagoon treatment cells (biological treatment);
2. Discharge through the existing outfall system.
The temporary authorization applies only to the existing facultative lagoon/polishing cell. The majority of the treatment process will remain operational throughout construction.

Will untreated wastewater be discharged?
No. Untreated wastewater will not be discharged as part of the proposed bypass authorization. Wastewater will continue to receive biological treatment in the existing aerated lagoons. The authorization is limited to a single treatment component and has been designed to maintain treatment during construction while minimizing environmental impacts.
